To make sure this is completely clear for future readers: Yes, you were correct to think it would have been a bug if a package provided dbus-system-bus but did not guarantee to install the system bus service (in dbus' case this means both the systemd service and the LSB init script, since dbus does not require systemd). And, yes, you were mistaken when you said that dbus-daemon provided dbus-system-bus: dbus-daemon is analogous to apache2-bin, providing executables but no system integration. smcv
