Upstream has been regularly making releases and is now at 4.1.0.

I discussed this a bit in #debian-qa, and after a bit of encouragement,
I decided to work a bit on this package, to bring it up to date.

I uploaded 4.1.0-0.1 to the archive moments ago. This is definitely an
unusual NMU for me, as I refactored the package almost entirely. I hope
that's OK. I basically ran across into a number of issues and it would
be much more difficult for me to debug them using so antiquated
packaging standards and tooling (e.g. it wasn't even using dh), than it
was to just bring it forward to 2023 and then work from there.

I tried to be considerate and went with as much of a standard packaging
as possible, and left a bunch of comments. I also filed a bunch of
upstream issues¹ to raise everything that is an upstream issue, and left
breadcrumbs across debian/ to point to these bugs.

I'll monitor the BTS for any issues in the short-term, but not the
long-term: I am not stepping up to (co)maintain this. This is also why I
did not follow the salvaging process.

Therefore, I'm leaving this bug open for either Luca or anyone else that
decides to step up. Hopefully the work I did today is going to make this
a much easier endeavour :)

Debian is currently shipping ipv6calc 1.0.0. Upstream has released 12
new upstream releases since, and is currently at 4.0.0.

I'm marking this as important rather than as wishlist, because it feels
like the package is unmaintained/uncared for (has not received a
maintainer upload since May 2018). I contemplated marking it as RC as
well to avoid such a stale upstream version be released with bookwork.
If you as a maintainer disagree, feel free to downgrade, though.
