Considering the amount of packages depending on mono, removing it from
testing is probably out of question anyway, but that's up tio the Release
and Security teams. Also, "keeping the outdated unmaintained package is
better than not keeping it" is overturned by one of those teams quite
often.

Indeed, the completely correct state would be a wishlist bug "the version
is too old" and a serious bug "the package is unmaintained", with the

An obvious solution would be including funcs.h into debug_funcs.c but this
dead code is so bad that the prototypes in funcs.h for the functions
defined in debug_funcs.c itself are different from the function
definitions so this isn't possible. Probably nobody actually calls those
functions so nothing breaks at the run time but to be able to actually
compile them the prototypes in funcs.h should probably be fixed.

It does. src/libumockdev-preload.c:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1065973 as this file
says "The initial code for intercepting function calls was inspired and

/usr/lib/jvm/java-17-openjdk-amd64/lib/libfontmanager.so links against
libharfbuzz.so.0 (ant other libraries) but openjdk-17-jre-headless since
17.0.10+7-3 only Recommends libharfbuzz0b (and other library packages).
As the change in openjdk-17-jre-headless is intentional, I guess B-D in
xerces-c need to be expanded?

This is caused by the stdio detection failing and should be fixed by
adding #include  to the test case code in m4/needtrio.m4 but this
package doesn't run autoreconf so fixing d/rules to at least do that is
also needed.

Looking at the contents of .deb, there are:

I don't think anki blocks anything currently, and the testing migration is
now blocked for most packages anyway so you don't need to do anything
while the transition is underway. It's just something that needs to happen
when the migrations are a thing again.

The underlying problem is make install putting those files into
debian/tmp/usr/local/lib. Passing prefix=/usr to dh_auto_install doesn't
make a difference.

Per my understanding which may be flawed: 

"Essential: yes" are always installed. Tools and dependencies assume they
are installed.  Bootstrapping tools install them implicitly. Package
management tools refuse to remove them.

"Protected: yes" are nothing like that. Package management tools refuse to
remove them and that's all.
