I understand that since people are building their own kernels, udev cannot strictly depend on a debian kernel package. But it might help if udev suggested linux-image-2.6.12---not as a long-term solution, but as a transitional measure to help people notice that the name of the kernel image package has been changed. This situation is really quite confusing.
