Sorry for the huge delay here, and thanks for the report!. I could reproduce the issue and fixed it by simply re-implementing the extract keys + sort logic of svn_sort__hash() (https://github.com/jgehring/pepper/commit/8b67dbf). I'll prepare a new release soon.
