I confirmed that this FTBFS was reproduced in sid environment, With a quick look, It seems that qwt3d_openglhelper.h should have #include GL/glu.h. # already filed as #665750 and with the change above fix FTBFS. So, I will reassign this bug to qwtplot3d and merge with #665750 later.
