This is proberly linked to this Bug, also coreboot used as firmware on
the affected system:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=930029

So its possible that this only apears in the combination linux 4.19 +
coreboot.

With earlyprintk= VALUE as bootparameter you can get more output ouput
the kernel panic / hang

maybe try earlyprintk=vga or an other value to get more verbose early
kernel output

Bug#929867: linux-image-4.19.0-5-amd64: Kernel hangs at Boot, ACPI=off kinda workaround

Please note i wrote this Bugreport from my Desktop machine so the included
system information is for the Wrong system.

My File server is driven by a ASUS KGPE-D16 + Opteron 6380 Motherboard with
coreboot.
After doing an dist-upgrade from stretch to the upcoming Buster release i
experienced an System hang at kernel load with the new kernel. Its a full
freeze right after GRUB loads the kernel.
acpi=off makes the kernel boot, but the system remains unusable as it several
sata controller are not working correctly with acpi disabled.
Booting with the old 4.9.0 Kernel as workaround works flawless and keeps my
system usable. But i guess this is nothing desired in the long term.
