The shumate-1.0.pc file should be moved from the libshumate-1.0-1 package to the libshumate-dev package, since the shumate-1.0.pc is only used at compile time. This issue has been present since version 1.0.0~alpha.1-1 according to the binary packages available on the snapshot.debian.org service. <jcristau> from the release team advised me on #debian-gnome that this issue represents a serious issue, hence the severity above.
