Bug#1059385: r-cran-ggally: autopkgtest regression

r-cran-ggally's autopgktests for migration started to pass yesterday
[1].  I'm lowering the severity of this bug so that r-cran-ggally can
migrate.

Comparing the installed packages between the failing test on
2024-02-07 16:12:49 UTC and the passing test on 2024-02-12 16:17:47
UTC, it seems the difference was in the version of r-cran-withr;
2.5.2+dfsg-1 in the former, and 3.0.0+dfsg-1 in the later.

Does r-cran-ggally perhaps miss a versioned dependency on r-cran-withr?

Hi,

as per upstream the test fails due to the missing Test-Depends
r-cran-intergraph.  This is uploaded to new (WNPP #1063785) and
will be uploaded as soon as it has cleared new.
