I believe this has been corrected upstream, as the latest version of
debian/control now requires texlive-generic-recommended to build, and
that package contains /usr/share/texmf-texlive/tex/generic/epsf/epsf.tex.

During a rebuild of all packages in sid, I discovered that your package

About the archive rebuilt: The rebuilt was done on about 50 AMD64 nodes
of the Grid'5000 platform, using a clean chroot containing a sid i386
environment.  Internet was not accessible from the build systems.
