 Adjusting package dependency maybe necessary but -base sounds suitable for
 users needs.

libsnmp30 ships this file:

/usr/bin/net-snmp-config

This is serious violation of Policy §8.2:
If your package contains files whose names do not change with each 
change in the library shared object version, you must not put them in 
the shared library package.


I think this file should be moved into libsnmp-dev.
