usermode build-depends on libuser1-dev, but src:libuser has been
requested to be removed. (#818238)
Should usermode be removed as well? Or can the dependency on libuser1 be
dropped/replaced by something else?

I uploaded the new libuser upstream release, fixing the security issues
that warrented libuser's removal.
So, no action in usermode is needed anymore.
