Indeed this is bonkers. My bad. I guess I included this by accident,
when reuploading a fix from ubuntu to debian.

The reason it is being held:

   Post by non-member to a members-only list


As per Policy §3.3: “The email address given in the ‘Maintainer’ control 
field must accept mail from those role accounts in Debian used to send 
automated mails regarding the package. This includes non-spam mail from 
the bug-tracking system, […].”


NB, this is caught by Lintian:
