Same issue here, same fix also works.

I have this bug on two systems running stretch as well.  The problem for 
me is a missing directory /run/xrdp.  When I create that directory 
xrdp-sesman can be started functions properly. On reboot, the directory 
is deleted and the service doesn't work again until the directory is 
created and the service restarted.  Hope this helps.
