I don't think you need to do that. Consumers of your library don't need
to be running gcc-7 (it should work with gcc-6 and gcc-7). Your library
does need to be built using gcc-7 so that it is compatible with both
compilers.

If you are going to rename the Debian package and trigger a package
transition, you do not need to add any of the extra symbols/shlibs
stuff. You should still build-depend on gcc (>= 4:7) however - I'm not
sure if all the buildds use GCC 7 by default yet.
