To be honest, both should be removed since Google has abandoned 
android-platform-tools-swt. That's why it remains unbuildable as of today.

It looks like source:androidsdk-tools has been replaced by
source:android-platform-tools-swt.

Although a bit confusing, it looks like the newer
android-platform-tools-swt corresponds with version 25.

Can we go ahead and remove androidsdk-tools?

On the other hand, the newer android-platform-tools-swt hasn't been
buildable since January. But the tools are deprecated and apparently
removed in newer Android SDK versions anyway.
