Most of the blocking bugs are currently 'important'. If you want to get this
done for buster, it's probably a good idea to upgrade them to serious.

Looking at the rdeps, the main blocker is synaptic. If you can get a fix for
that one, the rest can probably be (auto-) removed if really necessary.

Thanks for the reminder. We basically just need someone to write the
patches for this packages (several of the remaining packages need
their buildsystem modified a bit).

I don't think anyone has worked on this recently so it might not get
done in time for Buster, but it's still an achievable goal now.

FYI: There are still ~15-16 open bugs on the bts tagged rarian (I have
made them blockers via a separate update).  If the plan is still to
remove rarian for Buster, these bugs should be resolved before the
transition freeze (2019-01-12).

Is this still the plan?

scrollkeeper has been deprecated and unmaintained for years. Its
replacement, rarian has been deprecated for years too. More
importantly, it doesn't seem to be needed at all. yelp can easily
display Docbook help files without any .omf files.

We do not intend to ship rarian in Debian 10 "Buster".

About half the affected packages in Testing already have patches
prepared or are trivial to fix. The remainder probably just need to
have scrollkeeper dropped from their build systems (which might involve
some work with autoreconf and removing old copies of autoconf macros.
Many of the affected packages have *old* build systems.).
