Thank you, yes, I did get confused, but I do have a backports installation
with
Setting up systemd (237-3~bpo9+1) ...

I am however withdrawing bug report until someone else verifies or I dig
deeper over some days.

This is not a bpo version.

Very likely not a libvirt issue, rather kernel or kvm. With this level
of information it's impossible to say.
