This restriction has been lifted by upstream [1]. I'm going to change the 
dependency requirement between rakudo and nqp.

I'd like to, but this constraint comes from upstream.

I've already discussed this problem with upstream and they kinda agreed to 
change this strong dependency. [1]

I'm going to open a bug upstream to have this issue tracked.

This would break even on a binNMU of nqp,
or like right now in unstable after a -2
bugfix release of nqp.

Please relax the nqp dependency to require only
the upstream version of nqp (similar to the
