About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

The bug is in openmpi, not dolfin (or petsc).
The clue is the cmake error, "Test PETSC_TEST_RUNS with shared library linking - Failed"

openmpi 4.1.0 (+ pmix 4) caused all clients to fail with the same error, Bug#978022.

Fixed now in openmpi 4.1.0-3.
