 No, it's not.

If it works without it, it's because docking station.
Similarly I'm using EliteBook830 G5 with HP Thunderbolt Dock G2, and
it works (its USB function is instability if it's unplugged and plugged again).

Anyway, please try to update your EliteBook BIOS and also Thunderbolt docking
 station firmware.

Package: src:linux
Version: 5.10.9-1
Severity: critical
Justification: breaks the whole system

Dear Maintainer,
since kernel 5.10.0-1 debian is very unstable on my HP EliteBook x360 1040 G6.
It freezes after some minutes or hours after boot. When it freezes i can only
move the mouse pointer but can't do anything else.

dmesg gets flooded with "retire_capture_urb: x callbacks suppressed"
messages. and sound via usb interface is crackling. Overall usb devices
work very unreliable.

I already had some "retire_capture_urb: x callbacks suppressed" messages
in older kernel version. but very rarely and the system never crashed.
Kernel version 5.9 works fine for me.

i am using a thunderbolt docking station
