Based on the daily built netboot mini.iso's from https://d-i.debian.org/daily-images/amd64/ it turns out, that until 20191207 everything looks fine, and starting with 20191208 it fails. But I wasn't able to find out, what changed in between... And building the netboot mini.iso image locally here, creates a working installer.
