Bug#460435: dpkg-parsechangelog man page is out of date

The merge of the parsechangelog branch has added several features to the
program (see its usage screen) but they are not yet documented in
dpkg-parsechangelog(1).

It's even more needed since one of the option refer to the man page for
further details:
--format  see man page for list of available
output formats, defaults to 'dpkg'
for compatibility with dpkg-dev
