So Kmail and KDE PIM, as of today, will remain at the 16.04 version in the 
next Stable.

Given what you said, does it mean that the KDE PIM suite will only receive 
security updates, if any, but not patches for non-critical bugs like the ones 
above if not properly ported to the 16.04 version?

If so, could be there the possibility to have a newer version of the KDE PIM 
suite via backports at a later time? Thank you.

Debian has currently on testing/sid - 5.2.3 so we have not the patches 
available.

the version Schema is like this:
Internal version - Applications version
5.2.X - 16.04.X
5.3.X - 16.08.X
5.4.X - 16.12.X
5.5.X - 17.04.X

I thought it was possible too, but I encountered the same thing yesterday when 
trying drag-n-drop. 
I think it worked with KMail2 as well, but maybe I'm mistaken.

KMail 1 (yes, I still use it), when you drop a file into a message, lets you 
choose if you want to add it as attachment or as text ("as text" is the 
behavior you describe). Later, if you drag a file into the message structure 
pane, it is automatically added as attachment.
