Bug#961299: FTBFS: debhelper compatibility level 12 breaks linux kernel build on hppa/parisc

The Debian Linux kernel fails to build from source for all kernels > 5.5.17-1, 
as can be seen here:
https://buildd.debian.org/status/logs.php?pkg=linux=hppa

During build a 32-bit Linux kernel and a 64-bit Linux kernel is built.
The 32-build builds succeeds, the 64-bit build fails.

The 64bit build fails like this:

Reverting this debian commit fixes the build again:

Use debhelper compatibility level 12
debhelper started complaining about level 9, so it's time to upgrade
again.
* Build-Depend on debhelper-compat and remove debian/compat
  (also in the signed package template)

So, apparently something changed how debhelper starts the strip command.
Please note, that for a 64-bit vmlinux file,
hppa64-linux-gnu-strip
is needed instead of
hppa-linux-gnu-strip
although I'm not sure if this is the problem.

I rebased this on the sid branch. Is there any chance that it can be
merged before the next upload?

Or is it something I can marge myself?  I'm not familiar with the
process and would prefer to avoid waiting for myself without knowing ;)

FWIW I would like it to be sooner rather than later because as the
latest Debian images have rolled out more and more of our CI's have
fallen over. Our attempts to work around the fix with a snapshot
failed as well so we are currently hoping Debian based builds don't
bitrot too much before stuff starts working again.

If lspci can freeze the system, that's a bug in the kernel (or
hardware), not in lspci.

Please report it upstream.  (You are also welcome to report it in
Debian, but it should be handled upstream.)

on a Lenovo p53). Is it possible that we need a backport of the 3.6
pciutils package?

I had sent this to the debian-backports list before, but there was no
