It seems like the biggest blocker is that building ath9k_htc requires
building an entire (cross)toolchain.

There is an open issue about getting ath9k_htc firmware into Debian at:

These issues are also mentioned in an RFP for ath9k-htc-firmware:

Hello,

I think we must really shame our self this software is not in Debian Jessie!

Is there no RFP?

Maybe it cannot be in firmware-linux-free because the code has another
source.

The current firmware-linux-free package does not contain free firmware for the 
certain Atheros chipsets. Recently, the htc_7010.fw and htc_9721.fw firmwares 
were updated by Atheros and re-released under a free software license. This 
would invoke the removal of the non-free firmwares from the firmware-atheros 
package as well.

Recent firmware files can be obtained from 
http://jxself.org/ath9k-htc/version-1.3.2/ or from the source at 
https://github.com/qca/open-ath9k-htc-firmware. Please consider updating these 
two firmware files in a package update for Wheezy and above when possible.

I am using Debian GNU/Linux 7 with kernel 3.2.0.4
