This keeps #838858 (missing SI/CI smc firmware files) open in testing,
leaving affected users with a frozen screen after boot (no X , no text
console).

The cost of a Breaks that is too broad is that linux is uninstallable
in jessie-backports.

(No, initramfs-tools can't be backported, look at *its* Breaks line.)

The cost of a Breaks that is too broad is low, in the most common cases 
it might just change the order in which packages are being upgraded.

It might not catch this specific case, but "upgrade only one package 
from jessie to stretch" is the kind of piupart issues that are now 
automatically blocking testing migration.

There is also the practical risk that without a defined order through 
Breaks, initramfs-tools might end up being upgraded much later than
the firmware during dist-upgrade.

You cannot assume that a user has something more recent than the
initial jessie release installed.

I do not know. Does "affects" provide the version information that 
apt-listbugs needs to filter bugs?

Yes, that sounds fine to me. The Breaks: I wrote is too broad and this 
will all come out in the wash on unstable.

detailed in #847343, I wanted to keep this bug on firmware-misc-nonfree 
because:


(1) it protects apt-listbugs users from upgrading firmware-misc-nonfree 
and being hit by #847340, and


(2) firmware-misc-nonfree lacks "Breaks: initramfs-tools (<=
0.125)" which it will need even after #847340 is fixed.

If you are sure that you want this bug on initramfs-tools, I will defer 
to your expertise, but I do not see how this addresses my points above.

Grave severity is not justified because this package works fine if 
plymouth is not installed. I have set the severity to serious because 
firmware-misc-nonfree does not declare Breaks: initramfs-tools (<= 
0.125). I expect that adding this relationship is the cleanest way to 
ensure working upgrades.


Serious severity still meets my goal of warning apt-listbugs users, 
because RC bugs are reported by default.


I do not know if it is possible to include a conditional in a Breaks: 
(something like "and plymouth installed"). In any case, this is now a 
bona fide firmware-misc-nonfree bug.  :-)
