componen, es opcional.

Tienes razón, es HTML 4.01 Strict válido pero si en futuro se quiere
migrar a XHTML 1.0  es mejor ir corrigiéndolo.

Qué raro, no soy desarrollador web (evidentemente) pero no se debería ni
poder generar algo decente, o siquiera algo, con esos problemas (que yo
sepa).

¿Debería advertir a la lista debian.?

Lista o informe de fallo al pseudo-paquete del BTS «www.debian.org»

Supongo que lo primero es más rápido, lo segundo por si no te hacen
caso, como recordatorio, o incluso para dejar ahi un parche para que no
se «pierda».
