Those should probably be fixed. On my system, this crude check: $ find /usr/share/doc -type f| grep -v [Cc]hangelog | xargs zgrep /usr/doc gives some hundred hits. There's few false positives though, like the policy upgrade-checklist.txt, I guess those could be excluded. We do already check man pages, and adding README.Debian makes sense to me.
