Bug#1053795: lintian: Should warn if CDBS is used

The authors of CDBS stopped developing it in 2021 and it has been 
orphaned in 2022. [1]


With the exclusion of Haskell packages, CDBS is mostly used by orphaned 
or not actively maintained packages.


Lintian should raise a warning if it detects that a package uses CDBS.

The last maintainer of CDBS stated that he «welcome[s …] the suggestion 
for a lintian warning to discourage the continued use of CDBS». [2]

Policy. So at minimum that needs to be fixed :)

merged. `package-supports-alternative-init-but-no-init.d-script` will no 
longer be emitted starting with the next version of lintian.
