Ah, I was reading cwl-runner as cwltool!  Thanks for the clarification;

Thank you Chris for your response.

I only recently added the `cwl-runner` virtual package to cwltool as we are
about to introduce another CWL runner, toil, to the archive soon.

Here's a Lintian error from the latest seqan-apps package:

E: seqan-apps: missing-dep-for-interpreter cwl-runner => cwltool
(usr/share/commonwl/alf.cwl) #!cwl-runner
