  project on Windows.

I believe that this package would benefit Debian as there are, to my
knowledge, no integrated SVN interfaces for the GNOME desktop
environment in Debian. I have been using this package myself for months
(at home and work), and have found it immensely useful. The upstream
development has grown considerably since inception and remains active.
The authors are passionate about the quality of the software and
prioritise improvement of current performance and features over growth
of features.

I would appreciate any feedback on this.

Well, you said all the pacakges (library + application + plugins) come
from the same source package. If that is true, there is no way to update
only the plugins: each upload, no matter how small the included fixes
are, will have to include all the packages. And then you can just use a
(= ${binary:Version}) depends (assuming there are no arch:all packages
involved; in that case ${source:Version} could be in order).

If they come from different source packages, then it can be done, but
it'd require some debian/rules magic for it to work without having to
specify the version by hand (since eg. the ${source:Upstream-Version} in
the plugin package is not what you'd want without modifying it first).

  2.
  If it's highly unlikely anyone will ever use the common library
  without installing the binary programs, is there any reason to keep it
  separate? There has to be a -dev package, but creating something like:
  - prog-binary-A, prog-binary-B
  - libprog, prog-dev
  - prog-plugins, prog-plugin-mysql, prog-plugin-pgsql, ...

 I think you should split them out as per policy, but I need some
 context here to understand why you are saying this.

Unless you have very pressing reasons not to do the split, I think it's
safer to follow what Policy says.

of whitespace tab replacing etc, also a patch header is missing.

Please fix this patch first, that it is readable and just contains

there is indeed a demand (albeit limited) for such a utility,
so I thought I'd share with the world something I wrote way back
in 2000 and have used ever since :)

But you can run meinproc4(8) on it and get the HTML output you can read/view 
easily.

last time I checked (when you first clicked the looking for sponsor
button) these left the generated by dh-make-perl messages in
debian/{control,copyright}. These need to be removed. I haven't looked
at anything beyond that.

the new version is a changed link to the git repo, so we chose not to
upload it. Of course, if there were a reason to upload it, you could
join the group and prepare an upload :).

Also, have you considered joining the debian perl group to work on
these packages? look it up on the debian wiki, we'd be happy to have
your help! (and we have sponsors too :))

kiokudb declare as a prereq this new version. I've seen on the CPAN
that the only change between the precedent version was to add a link to
the repo, but as didn't want to change the Makefile.PL, I've upgraded the
package.

This is a good synopsis; my only note would be that it's a little too
long. Perhaps this is better:

utility for management of a process and its descendants

  pslist is a simple utility to list the process ID's of a process and all
  its children, and its children's children, and so on.

The apostophe (“'”) is never used to form a plural. You might also
ensure the term “PID” appears in the description, so that searches
using that term will find your package.

I would suggest the above should read:

   … process IDs (PIDs) of a process and …

  If invoked with a command name which ends in 'kill', it sends a
  signal to a selected group of processes. If invoked with a command
  name which ends in 'renice', it sets the nice level of the selected
  group of processes.

This sounds useful. Good fortune getting your package inspected and
sponsored.

A VCS log dump is rarely useful as a changelog. The VCS log is
*developer-focussed, describing every commit to the VCS. The changelog
is *user*-focussed, and should describe every user-visible change since
the previous release.

I agree that not having a user-focussed changelog is worth an increase
in points of fail.

 I must admit, that I would have preferred a form of notification which
 would look less embarrassing to me. But that can't be helped now.

No need to feel embarrassed. I don't think anyone should have a negative
opinion of the *person* who receives this information about their work,
*unless* they then ignore the advice offered :-)
