As I understand it Added VERSION for each involved tool to contain 
current version is a change to debian/create_orig_source, not to 
debian/rules. (But then, this file didn't exist in 38-2, so mentioning 
it would be rather confusing...)


Added hardening flags options is also listed as a change to 
debian/rules, but did debian/rules need actually any modification to 
enable hardening? I believe that with compat 9, dh took care of this.


Typo: manpage-hyphe-fix - manpage-hyphen-fix.

Switching to source format 3.0 (quilt) is not documented in the 
changelog.

Some minor things you might want to fix in get-orig-source:
- Pass --owner root --group root --mode a+rX to tar, so that 
uid/gid/umask of the calling user aren't leaked.
- Pass --no-conf to uscan; that way it won't break if the user set 
USCAN_SYMLINK=rename in their configuration file.


Who holds copyright to the new files get-orig-source adds?

I think Ichinose Shogo holds the copyright, as it is reported in 
debian/copyright, but I am waiting a confirm about this.
