I do not have a clue if this is a package that is suitable for Debian, so I will not sponsor it. Formally, I can say a few things. So for the first revision, just use the "Initial release. Closes: #1051242" and drop the subordinate lines. The d/watch does not work. Maybe it used to work but GitHub has changed the releases page. Please fix that. I do not get the source structure of that project. It does not really look like a typical python project. If it was you should make use of dh-python to build it. The only thing you do in d/rules is copying around files, not really building anything. So long.
