However, what I missed was to make at least a superficial review of the changes. Also, I obviously ran cme on a tree which wasn't clean, shouldn't do that. That file is released into the public domain, as specified by the documentation coming with https://flaterco.com/files/xtide/harmonics-dwf-20210110-free.tar.xz, so GPL-2+ is wrong. You can remove the GPL-2 standalone paragraph with the Files: debian/opencpn-data/usr/share/doc/opencpn-data/copyright paragraph. It has "Copyright (c) 2021 by X. Ample" ...
