What does Tot Upstream Bugs: mean?

E.g., for html2ps there are 10 bugs tagged upstream but DEHS reports 0. 
 So it must mean something else.  But what?

Exactly that, it is supposed to display the number of bugs tagged upstream;
but it tries to parse the html pages and sometimes it doesn't do it right.

I've actually considered dropping that information, unless it is extracted
at some other place and just incorporated in DEHS.
