It fails to build for me:

Linking == build/source/gpick
/usr/bin/ld: build/source/dynv/DynvXml.o: undefined reference to symbol 
'XML_GetBuffer'
/usr/bin/ld: note: 'XML_GetBuffer' is defined in DSO //usr/lib64/libexpat.so.1 
so try adding it to the linker command line
//usr/lib64/libexpat.so.1: could not read symbols: Invalid operation
collect2: ld returned 1 exit status
scons: *** [build/source/gpick] Error 1

I think it is relatively clear that your system lacks the specified
build-dependencies, and hence the packages is not even expected to be
buildable. To perform any compilation tests the respective environment
needs to have all build-deps available.

It looks pretty good, just some minor comments:

 - Please remove debian/docs, the file it is supposed to install
contains no useful information. Further, it isn't even being
installed; since it's called copyright, it is being overwritten by
debian/copyright.

 - You include a debian/manpages file, but then you manually install
it in debian/rules.

 - You don't need to include libc6 and quilt [0] in the dependencies.

 - About the long description: you've got two spaces in mix them to
get. There's no need for it to mention what language the application
is written in (this information is already visible from the
dependencies, plus it could be expressed using debtags). Maybe you
could also elaborate a bit more on the features it provides.

 - This is no way required, but have you considered using the
machine-readable format [1] for debian/copyright?

looked at some files. But I must say the app itself is very practical
for any web (and not only web) designer.

I would anyway not be able be sponsor since I'm not a DD, but I
encourage DDs to not be fooled by the word simple in the motivation
above, neither by the intrinsec simplicity that the color picker
expression may suggest. This is in my opinion a well written and useful
tool, worth a place in Debian.
