I have read the Social Contract, Debian Free Software Guidelines and Debian Machine Usage Policy and agree with all of them. Currently, I maintain the rt-test package and did some work to make the rt patch set available in the Debian Kernel packages. I'm his regular sponsor for his package 'rt-tests' since four years and never had any problems with him or his packages. Actually, one time he already knew a detail about changes in debhelper I wasn't aware off... So he surely has the technical skills to upload and maintain his own packages. I also think that he has the needed social skills, which can only partly be witnessed in his reactions on bug reports, where he is polite and eager to fix the reported problem. He's very active on all this teams, especially on publicity: starting as a translator for russian language, he quickly become one of the main editors of DPN. He is a quick learner and is always very helpful in doing various kinds of jobs: when needed he takes the initiative, don't simply waiting for someone else, but actually doing things only because they have to be done. He's also interested in improve the Debian events management and, with my events hat on, I can say that his enthusiasm could help a lot both in organizing events and in improve Debian events infrastructure. He's curious about how stuff works and is always polite with others, both users and developers. For all these reasons, I wholehearthedly recommend Alexander as a non-uploading DD. I would also like to note, that she's a quick learner, and interested to learn how stuff works, while at the same time being able to stay patient and polite even under stress (which she has recently shown quite well ;). While I can't say anything about her packaging work (AFAIK she isn't involved in packaging (yet?)), I can totaly recommend her as a non-uploading DD.
