Sure.  Note that all of the hunspell-* packages that you see, with the
exception of hunspell-en-us and very few others, all come from that
libreoffice big pack.

It's just for ease of maintenance (it's much easier to keep those more
that hundred dictionaries together than split them…) that I tend to
prefer it be bundled there, instead of making a separate *source*
package.  If it gets into libreoffice-dictioanries, then you'll also
have a separate binary package named hunspell-ru-yo (or whatever suffix
will be picked), just like, for example, hunspell-de-de-frami (which is
a variant of hunspell-de-de).

I actually wanted it to be hunspell-ru-yo because I wanted this
dictionary not only for libreoffice, but for emacs as well.

(use "linguistic" as a component) asking them to include that particular
dictionary in the pack.

I'm not sure on what would be the best name for this particular
dictionary, ru-yo or whatever.  Also, it would be best if you could loop
the original authors of that dictionary, there is a link to a Russian
forum in that extension page: maybe they would also like to end up in
the official dictionary pack of LibreOffice...
