The Stretch alpha 8 installer is removed but alpha 7 is still there

remove that too you'll have to install stable and upgrade or build them

There are many things which can be done. Packages like ghc or ruby2.3 need
attention as they currently fail to build from source.

As for debian-installer, it would be handy to have a powerpc machine available
with sufficient disk space to be able to clone a current Debian powerpc unstable
repository using reprepro.

I actually have a Mac Mini G4 with Debian powerpc installed for that purpose,
it's just currently not online. I could change that though. However, if someone
provided me with access to a powerpc host for that matter, it would probably
better.

There isn't. But it's actually possible to build d-i installation images 
yourself,
see this guide which goes through the procedure for hppa [1].

Note: This guide has one flaw: At one point it sets DI_DIR to:


DI_DIR="/extra/deller/DEBIAN_INSTALLER/debian-installer/installer/build/tmp/netboot"

This should, however, be:


DI_DIR="/extra/deller/DEBIAN_INSTALLER/debian-installer/installer/build/tmp/cdrom"

I'm planning to build updated powerpc installation images in the near future 
the same
way I created them for sparc64 [2]. I wished I had more time for these things.

This is actually not surprising at all. Only release architectures are
allowed to enter Debian Testing. Everything which is not release is
confined to unstable/experimental.

It still works with sid, but it does look like it disappeared from
stretch, which if true is rather inconvinient for anyone that might have
hoped to make an unofficial stretch release.  I certainly never saw any
mention that this would happen.

powerpc has been removed from testing (Stretch). Your only option is switching 
to unstable.
