Debian is not a service but a collection of software which are all Free 
Software.
You can refer to Free Software definition in DFSG or their individual licenses.

Debian is a Linux distribution, that is basically a collection of different
software that can work together. [1] There are no terms of service for Debian
itself, but you must comply with the licenses of Debian components - that as
long as you don't change the source code is usually nothing you must worry
about (but I see from your email domain that you work for some IT industry, so
you may need to know that most of the licenses explicitly deny any warranty).

All Debian components comply with the Debian Free Software Guidelines [2], but
you can use whatever software is technically compatible, disregarding whether
its part of Debian itself or not. [3]

I hope i was clear enough, if I didn't feel free to ask and we will try to

[1] "Debian" is everything you can find the `main` section of the repository.
Other sections are provided, but are not part of Debian, see
 for more information.

[3] Also doesn't matter where you get the software from. You may use other
sections of the repository, use your own stuff, download binaries from the
internet or anything else.
