Downloading and installing the following ubuntu package enables gpg in the debian kopete package: kopete-cryptography_1.3.0-kde4.3.0-0ubuntu2_amd64.deb --force-depends is required since there is a dependency on libkleo4 (= 4:4.3.2-0ubuntu6). However, gpg does work fine. I was not successful rebuilding the package on debian due to the lack of headers for libkleo4.
