stable-new isn't NEW, although it's similar in that it's a policy suite
that sits in front of proposed-updates. Packages migrate from there to
proposed-updates (or get rejected) after manual processing by the
Release Team.

The current contents of the "queue" and status of uploads can be seen
at https://release.debian.org/proposed-updates/stable.html

> Did I miss a step?

Nope, it's just waiting for the manual processing step.

> Should I have closed this bug with the upload?

Definitely nope.

Did I miss a step? Should I have closed this bug with the upload?

Upstream fixed this "properly" so I've included that patch and done a new
upload to experimental. Everything seems OK so far, just waiting for slower
architectures to build.

Soon, I will upload to unstable and begin the transition. Let me know if you
need me to delay it further.

Dear Release Team,

I have prepared a stretch-pu for ecl. The debdiff is attached. It simply fixes
#873091 by adding the dependency on libffi-dev.

Best,

sbuild in versions older than 0.73.0-1 didn't use the build date as
binnmu changelog date. The binNMUs of libdb5.3, liblzma5, libnettle6

behavior. (Related see #843773 + #873489.)

Hi,

It was discovered that the SpamAssassin integration in Mailman (a Debian
specific piece of code) does not work in stretch. This is not enabled by
default but used often, and broke existing Mailman setups.

Attached patch rectifies the problem as confirmed by several users in
the bug reports. It is also in unstable and testing for a week without
reports of problems.

So please accept this stable update to fix this functionality.

Thanks,
Thijs

Michael said that he had nothing to add. Can someone please let me go
forward with this proposed update ?

We already missed the first point release and the change has now been in
unstable for a long time already.
