php-defaults got updated in unstable, now mapserver is BD-Uninstallable 
until php8.2 gets built on ppc64el & s390x which is going to take a

What's your plan to deal with these entanglements? Hint mapserver out of 
testing?

Python3-defaults with Python 3.11 as a supported version has now
migrated to testing.  Let's go ahead with this once PHP 8.2 (#1014460)
