binNMU in wheezy-backports? [Was: Advice needed: uploading hledger to wheezy-backports?]

Skipping the context and summing up the requirements, the question is: Is it possible to use the regular wanna-build / binNMU process to rebuild, and include into wheezy-backports a package: * coming from Wheezy * (re)built against the current state of wheezy-backports * that is not part of wheezy-backports yet ?
