make.py downloaded intersphinx files for several dependencies.

The intersphinx files help provide useful crossrefernces between the
documentation packages.

We can use .inv files built by other documentation packages, which will
work when network access is disabled. We would need to depend on the
appropriate debian -doc packages and patch the sphinx conf.py to point
at the objects.inv file in /usr/share/doc//html/objects.inv

Bug#853750: hdfview: HDF5 files appear empty

A further update, the Arch Linux AUR package is now building HDFView 3.1
successfully. I'm using it on Arch and it works. If Debian wants to
replicate this for their package, see the build script here:

The AUR package patches HDFview's build.xml file to unbundle java from the
resulting package and to remove what looks like a workaround for incorrect
library filenames that is not relevant on Arch. This may or may not be
identical on Debian, but may be a useful starting point for anyone wanting
to solve this bug.

Due to this, it is not in stable. There were only ever been 2 uploads of this
package, 5 years ago.  should we just remove it from debian?

Personally I fully support the option (a). Afterall nobody likes
taking extra burden especially when there is no upstream support
anymore. (b) is for good wish but impractical. (c) means we just
let pandas package rot and die.

Even if some portion of users still need the python2 package,
they could still rely on pypi for some time.

Bug#940906: fix for test failure

Due to upstream removal of cmake config, the test failed to run. I just 
made a simple patch to workaround it.
