Tal com tan dit no és pot i no sembla que ho vulguin fer. Hi ha un bug obert 
[1]  des de fa anys i no s'ha volgut solucionar.

Crec que això no funcionarà perquè els PPA estiren les dependències
d'ubuntu només.

S'està debatent com muntar un servei de PPA per a Debian a debian-devel,
segurament no trigarà en haver-hi alguna prova de concepte.

Mentrestant potser pots usar el servei que té Suse per construir paquets de
múltiples distros: http://build.opensuse.org
