By personality blockers here I was referring to people who have fallen
out to the point where it is hindering progress and/or the Project
would actually benefit if that were no longer the case.

I am aware of a number of cases where simply meeting face-to-face
essentially solved the problem: unfortunately online, written,
communication is seldom the best form of connecting and empathising
with our fellow homo sapiens…

An interesting question. :) I'm not entirely sure but my hunch is that
a lot of it could just be a combination of geeks are generally "shy",
stubborn and furthermore hesistant to ask — or even discuss — money,
even when the amounts involved are essentially trivial and it could
clearly save a lot of their time.

Dear Chris,

In you platform you write

  It has been said that Debian has a surfeit of funds; if your work
  could be improved or optimised with hardware or CPU power,
  I intend to change the culture so there is no hesitation in asking
  for it. If there are social/personality blockers, I would expedite
  finding creative solutions to these as well.

Are you aware of any such blockers in the past?

Where do you think does the existing culture come from? How do you
plan to "change culture"?
