It's not the chroot that's broken, but installing the gimp build-depends causes
aptitude to break it by removing build-essential. This doesn't happen on the
rest of the architectures, where aptitude succeeds to upgrade gcc-7-base without
removing gcc-7 / build-essential. So it may be a bad configuration on the
arch:all chroots, or just aptitude having a bad time for some reason. In any
case when the chroots get regenerated with latest gcc-7(-base) (later today
IIRC) this shouldn't happen anymore.

It looks like the buildd is broken. pochu suggested that the chroot
