Well, IANAL, but it seems that permission is not granted to modify the program, so you probably can't package it for debian. Bug#128042: ITP: libtar -- C library for manipulating tar archives
Package: wnpp Severity: wishlist I intend to package libtar, which is available from http://www-dev.cso.uiuc.edu/libtar/ its a c library for creating/extracting tar archives. I want use the package in a project i am working on, the only projects i know of that use libtar are epkg and i think some slackware packaging tool (they have no debian packages). tar is a pretty fundamental tool so i think it will be a useful library to have. Current progress of my packaging effort is at people.debian.org/~bug1/libtar problems i need to fix before uploading are, - shared library version number - fix up example application - add build dependencies In order to build the shared library i changed the build system to use libtool and autoconf v2.5, my config files introduce some problems that upstream doesnt have, so i need to improve them before trying to sync them with upstream. Package: epan 1.3.1-4 [non-free] offline ethernet protocol analyzer This program allows you to capture data from network devices like ethernet, SLIP or PPP and analyze this data. You can decode the captured data in detail, i.e. you'll see all the details of protocols like IP, TCP, UDP, DNS or RIP.
